A lotion is a liquid you rub into the skin or scalp and leave on. It is thinner than a cream, and you do not rinse it off. That is the point of the form: the ingredients stay on the skin for hours instead of seconds. It is also why products for thinning hair are usually lotions or solutions rather than shampoos.
